Royal Valley has an opening for a Business Manager/Board Clerk
Position start date is January 3, 2025 with an opporutnity to work with the district office current Board Clerk to train and learn the job responsibilities for 6 months.
This position is a 12 month position at 40 hours per week with opportunities for overtime pay.

Primary Purpose
Direct and manage the business operations of the district including accounting, payroll, accounts payable, accounts receivable, and tax collection.
Qualifications
Education/Certification(s)/License(s):
- High school diploma
- College courses in business, accounting, and/or prior experience required
- Must be eligible for a corporate surety bond
Special Knowledge/Skills:
Knowledge of budgeting, accounting systems, and payroll processing
Working knowledge of financial applications and accounting
Ability to use software to develop spreadsheets and perform data analysis
Ability to implement policy and procedures
Ability to interpret data
Ability to manage budget and personnel
Strong organizational, communication, public relations, and interpersonal skills
Experience:
Minimum 3 years’ experience in school business management or accounting/payroll
Essential Job Functions
Business Manager Duties/Responsibilities:
- Receives and receipts all district revenue and credits revenue to appropriate budgets.
- Issues purchase orders and encumbers funds on the basis of requisitions approved by the superintendent.
- Maintains and reconciles detailed financial records of all funds and accounts of the board, including receipts, expenditures, fund balances, and other records requested by the board or superintendent. Makes financial records available to and cooperates with the CPA firm retained by the board to perform the annual audit of all funds and accounts.
- Ensure that accounting systems comply with the Kansas Municipal Accounting Guide (KMAG).
- Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
- Submits appropriate monthly reports to the board treasurer to balance each of the district's banking accounts.
- Prepares and submits monthly and annual financial reports to be approved by the board of education.
- Maintains a record of receipts and expenditures for the petty cash account not to exceed $1,500.00. Issues and signs petty cash checks for appropriate expenditures that have been approved and have the supporting documents attached. Balances the petty cash accounts as needed and submits a request for reimbursement and replacement of balance.
- Requests federal monies each month as needed.
- Computes and issues payroll checks for all district employees and withholds deductions in accordance with state and federal law and those voluntary deductions requested by employees.
- Keeps a current record of all employee's sick, personal and vacation leave.
- Maintains a complete confidential personnel file for all certified and classified staff (active and terminated).
- Prepares and submits all monthly, quarterly, and annual federal and state reports, including W-2's and 1099's.
- Assists the superintendent by providing salary information on certified and classified personnel and other statistical information as requested.
- Assists the superintendent in the preparation and administration of the district budget development and long-term financial planning.
- Assists personnel in completing necessary forms and paperwork to begin employment with the district.
- Processes worker's compensation claims.
- Processes disability forms for salary protection plan.
- Serves as designated agent for KPERS and assists employees with KPERS forms for disability, retirement, fund withdrawal, etc.
- Provides financial reports to the superintendent as needed for the completion of information for the Sept. 20 organizational report and the KSDE 18-E report.
- Answers correspondence not requiring the attention of the superintendent.
- Works with the various insurance company agents in handling enrollments, changes, claims, and submission of monthly billings and payment.
- Other duties as assigned by the superintendent or board of education that are consistent with the general requirements and qualifications for the position.
Clerk of the Board Duties/Responsibilities:
- Serves as the clerk of the board and performs the duties of the clerk.
- Performs usual office routines and practices associated with a busy, yet productive and smoothly run office.
- Help the board and superintendent comply with the open meetings law.
- Keep an accurate journal of all regular and special board meetings.
- Prepare a draft copy of minutes of each board meeting and distribute to board members as required by policy.
- Maintain the care and custody of the records, books, and documents of the board, including permanent minutes and other appropriate board records.
- Comply with all district policies, rules and regulations.

- Requires the ability to frequently use repetitive hand motions, including frequent keyboarding and mouse use.
- Requires the ability to occasionally bend/stoop, push/pull, twist, or reach.
- Requires the ability to occasionally lift and carry items 50 lbs. or less.
- Requires the ability to work with frequent interruptions.
- Requires timeliness and regular attendance and/or physical presence at the job.
